Lack of parent involvement may be some of the problem but the other is that teachers no longer have control of their classrooms and the kids know it. Even if you only have 15-20 kids in the class if 1 or 2 are extremely disruptive how well do you think the other kids are learning. The teacher is most likely dealing the the problem kids and paying little attention to the others.

Sometimes parents take "being involved" in their kids education too far. I think if parents would stop thinking that little "Johnny" is the perfect child and the problem is with the school/teacher etc you would probably have less kids falling behind because the teachers could actually teach!
