The reason I say that is because the jurisdictional limit of the Circuit Court is $25,000 and OVER. The District Court only hears cases $25,000 and less - hence Callaway Rentals claim for $23,000. The filing fees are less and the rules are easier to follow in the District Court so if people have limited, unsubstantiated claims (meaning they don't have full supporting documentation), they tend to file in District Court for up to the max limit so they can avoid the red tape with the Circuit Court.
