Tenants also don't tend to take care of the property as well as a homeowner. By requiring a tenant to be registered [to pay a fee] it tends to make finding the responsible party a little easier. Or so I have noticed over the last couple of years. We don't seem to have the problems with the tenants that are registered and paid in full.

But I am sure there are other reasons...
