We need to stop going after the people selling drugs, and start prosecuting people for using drugs. Do drugs, and you get a taxpayer funded trip to rehab, to rest up for your next bout. Sell drugs, and you go to jail, only to be replaced in a split second by someone else. If we get rid of the demand, the supply will stop all by itself.
Make using a huge fine, based upon your income so that it's not just a tax for rich people (15% of your annual wages, or something like that).
