Ok new oil furnace and heat pump are in. Had T.N. Bowes do the work.

Here is a breakdown of the companies I solicited for quotes and my impression of them in the order I received them.

Besche - Nice guy, seemed to know what he was talking about called me back that evening with an over the phone estimate, High end Trane Oil furnace and heat pump $12000! low end Armstrong Oil Furnace and AC Unit a bit over $7000. Did not give me anything in writing describing things, I didn't care for this.

T.N. Bowes - Nice guy, also seemed to know what he was talking about, actually crawled under my house to inspect the AC coil. Got a package in the mail two days later with the basic oil furnace listed and four other options including an A/C unit, a heat pump unit, a higher end furnace and higher end heat pump. The basic Armstrong oil furnace and Carrier Heat pump came to roughly $6300, overall very professional the quote even gave me actual part numbers of the units and told me that my heat pump would work down to 40 degrees and then the oil furnace would come on.

Southern Maryland Oil - Guy that came to my house was polite seemed to know what he was talking about, also went under my house. Gave me some prices right there on the spot, but wouldn't leave the paper he wrote the options down on, just his business card with the lowest price on it, $6800 for an Armstrong oil furnace and a Carrier A/C unit.

T.N. Bowes had the most professional proposal process, and best price for the same units hence they got the job (Plus they come recommended by multiple sources).
