The point was, why didn't these bars go non-smoking BEFORE the law was passed if there was so much more business to pick up? They're in business to make money, so why wouldn't they have done this before the ban?

And the other side of that is why didn't the non-smoking bars and restaurants we had before the ban do all that well?

This, frankly, makes no sense.
