November 2002 UN SCR1441 was issued telling Iraq to fully disclose or face consequence.
Iraq failed to fully comply with that requirement.
Faulty intelligence or not Iraq could have prevented military action. The world (UN) made it their burden, they shunned it like all of the other imposed mandates against them.
