I can't speak for the front section but the back section past the big power lines are not trailers on foundations. They are stick built manufactured homes. I used to live there and they were built with 2X4s, drywall and vinyl siding just like "regular" houses. Only difference is that they were built indoors not being exposed to the elements during construction.
