No, don't mandate at all. What about some of the youth that can't afford it. Mandating it will drive the prices up. These companies know that. The problem is Americans can't afford it. If it's mandated, the companies will know they have 100% demand and they'll raise the prices. It's just like oil. We're paying out of our arses for oil because we have to have it. The oil companies know we have to have it and they continue to jerk us around because they know they can.
