The problem is that you must incorporate paying down debt as a part of your budget, not have it as an incidental cost for a surplus to cover. Governments usually always spend surpluses on spending, not on debt reduction as voters clamor for more cops and teachers more often than lower debt. Debt reduction should always be budgeted in and of there is a surplus it should be returned to the taxpayers. |
