When you call 911 you have to say that they do not have a hose out, are burning trash or whatever, and have no permit. Once you do that, they will send the fire department. Stress that there is no hose there. In order to burn, you must have a hose present.

If they are all drinking, then it could be considered not having a "responsible person" present.
