Yea, there are some flaws with the registry in my opinion.
As far as the girl down the street, well that crime is the crime in which the most false reports are filed, and at the same time it's the most undereported crime. The problem is, the girl down the street may have been assaulted by a guy in his mid-thirties, but the real one was never reported, so any time other stressers happened she reported the crime over and over again.
That in my opinion is such a traumatic crime and effects every victim differently, and we should never make assumptions into the validity of a claim. Let the facts present themselves.
