They're not terrorists. They are the Mahdi army; they shiites who want us out and are fighting the government that doesn't represent them. the major reason why any success of the surge can be claimed is that they were under a cease fire since last summer. well, they got tired of being shot at, but not being able to shoot back. so their game is back on.
we haven't pulled out yet, don't get your hopes up.
