...control is a multi faceted thing, as you've illustrated. Any and all human behavior should be approached from the standpoint of motivation. There is little or no need for much in the way of border control in many of the small border towns; there is families and daily commerce to consider. Strangers bring notice and can be given attention as needed either by state or federal agencies.
Major roads, sure, inspect and monitor. Large towns and cities, same thing.
Open country patrolling should be part of standard military AIT; constant rotation in and out keeps it from being a nightmare assignment, precludes corruption as no one is there long enough to become corrupted and the training would, obviously, be beneficial to a soldier.
Moving on to business; we long since need a national ID card and immigration officers conducting routine background checks and follow up on folks to see if the rules are being followed. A national foreign worker permit relives business of being forced into government function and streamlines the process and gets rid of a huge amount of pressure on illegal immigration itself.
Then, we're just looking at compliance; is a business making sure people have proper ID and worker permits? Are smuggling hot spots being patrolled enough? Are border inspection stations effective and efficient?
Human motivation is a simple thing; just work with it.
Also, I'd legalize drugs and watch all the violence and corruption dry up and with it much of the organized crime that is a threat in any number of areas.
Let cops focus on dealing with illegal weapons, not bales of grass and packages of powders.
