I've noticed the phenomenon myself.
Admitting you have noticed it is verboten though and actually pointing it out is racist!
Nothing like a pack of baggy pantsed teens sauntering across the road slowly and making eye contact just so you know they are thinking they are so bad and enjoying inconveniencing drivers. Looking like the bad attitude inmates a good portion of them will someday certainly be. Underwear hanging out, hats on sideways, and slouching towards Gomorrah....
