I see you've dealt with CPS before. You know they'll give enough information to the parent that they'll figure out you were the one that called and you want to avoid the confrontation with the parent. I would have had the confrontation when returning the child but too late for that now...
We had a similar family - baja will know who I'm talking about - the kid went wherever and the mother had no clue where he was. A neighbor called CPS. Families stopped speaking BUT the good side of it is the parents ACTUALLY BECAME INVOLVED WITH THEIR CHILDREN!!! They played with the kids, took them places, did everything they weren't doing before when they expected the neighborhood to raise the kids for them.
