Good point. I WAS kidding, ya know!
But, they could start in 1st grade, when those types of kids still go to school and begin committing their very first crimes.
And I'll tell ya this - I used to work with emotionally disturbed kids (public school, 99% welfare families) and they ALWAYS came to school. Mean as it sounds, there were days that we prayed for an absense and the day never came - their parents didn't want to deal with them, either!
