America doesn't need more wells, and the oil companies haven't built new refineries since the '70's.
By the time enough of either could be built and producing anything that hit our tanks, future technologies would have eliminated the need for the "extra" production.
I say leave it up to the states. If they want to invest in dying technology...let 'em.
Funny thing. Environmentalists are fighting for the environment, and oil companies are fighting for record profits.
