the presidential seal, but it's close.
like he's saying 'I'm not the president, but I want to be'. It's completely not subtle, so it's not like he's trying to get away with anything.
no one will mistake him for president by accident (well unless he gets elected in which case he would be) using that logo.

I'm sure someone will chime in with some wiseass remark, but really, it's just a little logo someone on his staff thought up and he liked it enough to give it the go ahead.
