I had to read through the entire thread to see if anyone brought this up - but - keeping kids in school until they're 21 - the legal cut-off? Reading comprehension is your friend:

"Factors such as students who fail multiple times and special education students who remain in school until age 21 also play differently depending on how the rates are calculated"

Many special education students are retained once per level while attending school. (elementary, middle, high) which means they're about 21 when they graduate.
