For the dry skin you might want to try olive oil or vegetable oil; just a little in his food.

Puppy Dog may simply have dry skin that he stratches or gnaws at, resulting in bald or thinning spots. Another possibility is, of course fleas and/or ticks.
If he will let you, check him.

If there is any redness or other discoloration, you might want to get him to a vet. I heard; on the forums actually; that ointments and salves for humans can cause more harm than good if you use them on your pet(s).
