Wrong. It's figured so that each parent is responsible for a % of the childs preceived expenses per month. If the child costs $1K a month and dad brings in 60% of the income and mom 40% than the total obligation per month is $600/$400. If child lives with mom, than dad pays $600 a month and mom certainly can't pay herself. If dad has another baby with someone else and they split his income is figured deducting that $600 a month but if mom does the same thing she does not get to decrease her income by $400 a month.
