Any child can get an education if he/she is willing to listen. That is why going to school is mandatory... Those who drop out choose to do so and won't listen regardless of the law!
Spend the money on the kids who want an education and let society sort out the others. Do people realize that if you force good students to be around students who do not or will not care about education you bring the good students down a notch?
Most do not realize that!
