Ok, I've answered my questions about both. Usually when it comes to energy savings, Energy Star is the best place to start. Here's what they say about Power Factor Correction Devices.

Do Power Factor Correction Devices really save money? Can they earn the ENERGY STAR label?

So, ergo, yep, it's snake oil. If it saved that much money, the federal government would have a great interest in providing credits.
