I can see this scandal brewing already when someone discovers they've been euthenizing the tenants after a month or two and stuffing them in dumpsters everywhere while collecting the dough!

I read somewhere that many state are passing laws allowing trust funds to be set up for pets for after their owners die. Many people have done this in the past but they sometimes get challenged by greedy relitives. These laws would prevent challenges. Its already been abused though, by a trust manager who replaced a cat several times after the original died to keep her fee coming in.
