downsizing pictures

If I have pictures on my computer that I want to use as an avatar, how can I make them small enough to fit?

Reduce / crop the image size down to 64x64 pixels.

There must be a free way to do this... Say, if you have Windows 2000 (perhaps it is included with other modern Windows versions as well), there is a program called "Microsoft Photo Editor" in the "Microsoft Office Tools" menu (after clicking "start" and "programs"). That'll do the trick.

Also, I use this cheap graphics editor called LView.
