TOKYO – The commander of the U.S. forces in Japan says American military personnel will be subject to a curfew and other restrictions following allegations two U.S. sailors raped a woman in Okinawa.

Lt. Gen. Salvatore Angelella gave no specific details about the curfew. He said Friday that U.S. military personnel in Japan will have to take "core values training." The military's liberty policy is also under review.

Could just be a case of "He said she said" or I guess "They said she said". It is interesting that the article stated "American military personnel are "held to a higher standard." Like civilians raping is understood or something.

Well civilians committing a crime, while bad, doesn't reflect directly on the government of the United States (unless they would be civilian employees on official travel). But those in uniform will be held to a higher standard because their behavior does reflect on the government.
Legally there is no difference, but from a public relations aspect these are the words that have to be spoken.
