I hit sign up then went to the Drivers Cup page then clicked sign-up, went full circle with nothing. I'll try it at home (Could be an NMCI issue).

Yup, I did. I doubt if the registration goes far anyway. The 150 word essay will be my biggest downfall, although my track experience and motocross experience might help.
