What is this Bird of prey with tallons and feathered legs and strange markings.

Looks like some kind of eagle. Maybe a golden eagle (http://www.firstpeople.us/pictures/eagles/1024x768/Golden_Eagle-Coming_in_for_a_Landing-1024x768.jpg)?

May be a juvenile Golden Eagle.

Actually, I change my vote. I say it's a juvenile bald eagle (http://www.whale-images.com/data/media/9/f76t5871_finished.jpg).
