It's mocumentary and dark comedy combined. Sacha Baron Cohen's characters get people to let their guard down at times outing their inner bigot or exposing their ignorance.
If you have ever watched Da Ali G Show, a sketch show on HBO, Borat and Bruno were two characters from that as well as the title character, Ali G. Ali G Indahouse was also a movie he did prior to Borat, there was a script, more actors and no improvising.
To each his own, what might be funny to you may not be funny to someone else

I find him to be hilarious because of the darkness of the humor. He's taking society and exposing the absolute weaknesses and faults. It's disturbing how easily he's able to do it, but it's more disturbing at just how much of it exists. Sasha Baron Cohen reminds me of Baz Luhrmen in his movie style... he creates this world, these characters so out of this world that for a moment you're all "WTF?!?!?!" and then he does something so over the top you've either gotta get on board with what he's doing or you tune out... but if you stay for the ride you're very likely to learn something about yourself or the world around you by the end of the movie.

Borat was hilarious, but I think he's playing it out to much with this Bruno crap.

Borat and Jackass are guilty pleasures of shock humor. I cried for laughing so hard through Borat. Intellectual adolescence.
Jackass is pure juvenile adolescence.

I'm not a huge fan of that sort of over the top humor. It's like the Three Stooges or something - not funny, just stupid. What's his face - Stutterin' John from Howard Stern, when he used to do those ignorant interviews trying to embarrass people? Hate that guy.

This is certainly not the only reason why people don't like Borat or Bruno, but here goes one good reason...
When you are like any of the people that he's picking on in the movie, or agree with the stuff he's saying and therefore don't see the comedy in it, you clearly aren't going to be laughing along with everyone that's laughing at you.

I thought Borat was hilarious, with a couple genuinely disturbing moments (the old man at the rodeo, the frat boys).
I don't know if Sacha Baron Cohen can pull it off successfully again, but I'm seeing Brüno tomorrow and hope it's great.
