Okay - I have spent some time reviewing the race - it seems to be a hot topic in the county. I thought about posting this after the election as I have serious questions regarding law enforcement in this county and want answers regardless of who is Sheriff. I recognize that the nature of being Sheriff makes you unpopular and puts you in the hot seat so my questions may seem pointed but it is simply because I want to know. I also know the Sheriff has to make decisions that are unpopular but must be made...I still want to know.
In the interest of full disclosure, I will say I have previous experience working for law enforcement, not as an officer, but as an analyst brought in to stand up a crime analysis unit and implement community oriented policing. It was not around here but 3000 miles away....
First an observation...my OPINION is there is a lack of transparency within the Calvert County Sheriff's office - I understand that in Law Enforcement like Poker you can not show your hand, however, part of community policing is trusting your public enough to provide meaningful information and educating them enough to be able to understand the information to make informed decisions. There is a definite lack of trust between the CCSO and the community - this is due to a lack of transparency, recent accidents, and scandal. Remember my OPINION - but an educated one....
1 - Evans is running ads saying CC citizens have only paid for 25 new deputies since he was elected. I have the CC adopted budget and in 2002 (the year he was elected - he took office in 2003) CC authorized 73 Sworn Officers - in 2010 it states 123 Sworn Officers - that is a total of 50 officers. So my questions - do we have 123 Sworn Officers and if the CCSO has only hired 25 new officers but is authorized 50 - why haven't the additional 25 been hired? Is it a recruiting issue, a pay issue, a department with a bad reputation issue? I don't work there so I don't know....anyone?
2 - Does anyone know the supervisor to deputy ratio in this department? Feet on the ground = reduced crime.
3 - How are the current deputies evaluated - is it quantitative ie: a point system or is it qualitative ie: based on the quality of the work they preform?
4 - Is it true that the CRE is having to hire private security?
5 - How many 'specialized' units does the CCSO have, what are they, and how are they staffed ie: primary duties or secondary to patrol.
I have more - but let's start there...I value your opinion but please let's keep this to these issue - if you can't specifically answer a questions then please don't post. You are however welcome to ask your own questions as long as they are for fact finding purposes.

I'm a concerned citizen and I just have a few questions :blahblah::blahblah: but I don't have any agenda. I just want the best man to win. Give me a break, just come right out and say "Ithink Mikes a big ol' prick and think you're all crazy for voting for him". The leading question tactic is old and worn out.

I think your questions are great, please ignore the posts from merlin99, he has nothing to offer. I think the fact that we have so many unanswered questions, there is a need for more communication. Working in an area where people do not like the police is difficult, at least in Calvert County people are trying to get involved but are kept out. To answer one of your questions, CRE tried to offer the Sheriff's Office a sub-station and it was turned down. For the life of me I will never understand that mentality. Keep asking questions of this agency, it is your right.

If I thought for one minute that this was a genuine question I would cheer them on wholeheartedly. Unfortunately it's just another lame try at smearing an opponent.

Scrapcat, i can not fully answer all your questions, and this is not a pro Evans or pro Brenneman post.
On question 1 i dont know all the details or numbers but the Town of North Beach and the Town of Chesapeake Beach Md., have financed for 7 deputies, and i remember something about the LNG plant helping to finance for 12 - 14 deputies. I know the link at the bottom talks about the arrangement with North and Chesapeake Beaches.
On question 4 at one time CRE was a gated community with its own private security service. They have taken down the gates but i believe from reading the CRE threads still have their own private security people on the payroll, i am not sure if they play a deterrent to crime or write up residents for HOA type violations.
On question 5 i believe the attached link will give you info on the number of units. This link is from the Calvert Co. Gov link on the Sheriffs office home page.

The number of Deputies attached to the Beach Detachment is 7 who patrol both Towns plus 1 who is detailed specifically to Chesapeake Beach. The Towns pay a combined nearly $1Million/year for those patrols. If the Resident Deputy program wasn't in place the Towns would be in the same patrol pattern the rest of the County has, as neither Town has their own police force anymore.
The Ranch Club did have a dedicated Deputy under Glendening's Hot Spots program. When that program ended the POA declined to fund it themselves.
Some more Deputies were hired due to an agreement between the LNG plant and Calvert County to have the LNG plant pay for them. Some of department equipment is also included in that.
I also believe Calvert Cliffs has a similar arrangement, although I may be mistaken about that.
Evans does get cute with his staffing numbers sometimes. when he wants to make the case that he needs more deputies he doesn't count the Beach guys or the LNG guys. When he wants to point out how many Deputies there are he includes them in the count.
Some of the more recent equipment has been purchased using Homeland Security funding.
And before any of you accuse me of being a shill for Evans, the fact is that I pay attention for more than 3 days every 4 years,

northbeachpers- Do you know how many deputies work a shift in the beaches? I thought it was like 2 per shift, but maybe I'm wrong.
Just wanted to know, b/c I'm unsure.

Usually 2, but they mix it up. There's a K9 assigned here as a community officer, he was working an 8PM overnight on weekends this summer.
