Mandatory Spay and Neutering Proposed for City Dogs and Cats « CBS St. Louis (http://stlouis.cbslocal.com/2012/01/09/mandatory-spay-and-neutering-proposed-for-city-dogs-and-cats/)
The plan would also require mandatory micro-chipping of all dogs and cats. Also, anyone who wants to breed their dogs would need a “hobby breeders” licence.
I don't see the purpose of the mandatory microchipping, but what's the problem with breeder's needing to be licensed?

So when they get discarded by their owners they can figure out who is responsible and go after them.
Also it adds about $100 of initial cost which might discourage those without the means from doing it because he is cute.

I have no problem with mandatory micro chipping but when dogs/cats are taken out of an unfit environment - I wonder how hard it will be to chip them again if they have been chipped once?

about as hard as assigning the VIN number on your vehicle to a new person when you sell it

But you're not selling it... you are taking it away so I just wondered if the chipping databases are going to work well with the rescue groups and shelters. My chips are accessed by the database by inserting my chip number for that pet- I can change all the contact information if needed. It would almost be like trying to get a salvage title... have you ever done that?

Change it to the new owner
perhaps... I can see problems with mandatory chipping and it will be more in the database(s) than anything.
