Rappers and Taggers Turn to Jesus:
“Many go through life unfulfilled, unfocused, searching − a blank canvas waiting for a picture of purpose to be painted on us. What does it all mean?”
That he gave his only son... - YouTube (http://www.youtube.com/watch?feature=player_embedded&v=mmRPSoDrrFU)
Jesus said: Come unto me, all ye that labour and are heavy laden, and I will give you rest. Take my yoke upon you, and learn of me; for I am meek and lowly in heart: and ye shall find rest unto your souls. (Matthew 11:28-29)

I'm not judging here, but I hope they are real in their heart about it, and not just aiming at another group-set for music sales.
The Gospel can really be spread via this vehicle to young people that have no church background at all.
Matt 12:33 - "Either make the tree good, and his fruit good; or else make the tree corrupt, and his fruit corrupt: for the tree is known by his fruit."
That goes for all of us, every day.

Agreed. The youth culture involved in rapping and tagging can identify with someone from that type of group more than they can with the social establishment that would normally view these kids as outcasts of society. Yes, many come from troubled homes and tough situations of life.
If these kids are sincere in their faith then I believe that God will guide their efforts to help other youth place personal faith in the New Testament Jesus by letting them know that Jesus will not turn them away whereas others do.
From that point many lives will be changed.
Prayers going out for the youth of this country and worldwide.

Educate me on "tagging". Isn't that like putting your sign or signature in public places, like graffiti? Or like on social web sites?

Yes - especially social web sites! lol
Unfortunately, kids who do this are very talented artistically, yet, they misuse that talent by turning it into vandalism when they could be hired as sign and graphic artists within their community . (tried to attach a sample)The other type of "tagging" is the spray-painted letters and/or symbols that mark out a territory run by local gangs.

Need to keep it clean. Destruction or defacing property - public or private - is not a good witness, no matter the cause.

That's the point though. They would be former taggers. The "taggers" that will have turned to Jesus would no longer participate in the destruction of property as before. Their lives would have been changed as I mentioned earlier. Just like people who participated in robberies, lying, cheating, vulgar language etc. will have changed. Lives change to become a witness for Christ so that others can know what people were once like before he/she became a believer in Christ and see a difference.
This is how the conversion to Christ is exemplified in a person's life:
That ye put off concerning the former conversation the old man, which is corrupt according to the deceitful lusts; And be renewed in the spirit of your mind; And that ye put on the new man, which after God is created in righteousness and true holiness. Wherefore putting away lying, speak every man truth with his neighbour: for we are members one of another.
Be ye angry, and sin not: let not the sun go down upon your wrath:
Neither give place to the devil. Let him that stole steal no more: but rather let him labour, working with his hands the thing which is good, that he may have to give to him that needeth. Let no corrupt communication proceed out of your mouth, but that which is good to the use of edifying, that it may minister grace unto the hearers.
And grieve not the holy Spirit of God, whereby ye are sealed unto the day of redemption. Let all bitterness, and wrath, and anger, and clamour, and evil speaking, be put away from you, with all malice: And be ye kind one to another, tenderhearted, forgiving one another, even as God for Christ's sake hath forgiven you. (Ephesians 4:22-32)
