Thought it might be interesting to get into the politics of Chesapeake Ranch Estates again.

It's that time of year again..... ;)

I'm thinking of nominating myself for a spot on the Board again.... whatcha think?

Well.... I would like to talk about CRE.... and it's that time of year again....

If I were to be President on the Board in CRE there are a few things I would change....

1. I would like to see the Board take an active position to get the documents straightened out... There is talk of Municipality again.... that's a question that should be taken to the membership .... the governing documents need to be cleaned up either way the vote goes....

2. I would like to see the question of "Security" brought to the whole membership for vote.... Back in history, before the gates came down, security was a good idea.... now it's an inefficient expense that should be reorganized.... [or not] The question needs to go to the membership....

3. I would like to see if there is a way to get a Bonded roads project that would allow us to finally just pave the rest of the roads..... White Sands did it using the Special Roads District.... Drum Point and CRE are using the Special Taxing District.... It's time to look at more expedient ways to proceed before the cost of paving becomes even more astronomical....

4. The beaches are looking much better.... The clubhouse looks really nice now.... the upkeep and maintenance work is not done tho....I would like to see the boat launch put back in at the beach.... I'm also interested in putting a skate board park in where the Stables are now... The campgrounds needs some attention to make it more attractive to those who would pay to use it [putting money into the fund for other projects].... AND I would like to do something about that horrible looking upper compound across from the Stables.... It's an eye sore....

While I am happy to report.... the last couple of boards have definitely been following the "more maintenance cost & less operations cost" fiscal approach I have been asking for all these years... there is still a lot to be done that the current President hasn't been able to get to....

If you ask me .... which you didn't.... I think the current President did a good job but I'm wondering if he's burning out.... The job of President of the Board is a difficult one.... it takes a lot of time and energy.... it also takes a lot of time away from the family....

I've been holding a director spot on and off for 13 years now.... Maybe it's time I stepped up to do my few years as President of the Board so that I can finally get these few agenda items taken care of.

I admit it.... I have agenda items.... they are listed above.... and most are boldened....

Just saying.... maybe I should nominate myself for a slot as President of the Board.... since the Nominating Committee didn't even bother to call me and ask if I would consider running for the Director spot again.... :coffee:

I am fed up withthe Board and the HOA. My wife and i have sent numerous e mails to the Board and have yet to get a reply to any questions, suggestions or comments. Hard to get involved when nobody cares

I've gotten a couple of emails from members lately. Did you send it to me? Or did you send it to POACRE. Those emails to POACRE don't seem to trickle down very well.

So... don't you think there's been more maintenance funding and less operations funding in CRE lately.....

The beaches look good.... the clubhouse looks excellent.... and more roads are getting paved....

It's a beautiful place to live.... I went to the beach yesterday.... gorgeous day out on the bay.... just beautiful place to live.....

We have great neighbors... our kids have excellent schools with great teachers....

We have not one but 2 grocery stores and lots of good restaurants around the corner but we don't have the big traffic jams like Prince Frederick to the north and California to the south.... Meanwhile our roads are getting better.... our clubhouse is renovated and it looks awesome....

It's a beautiful place to live....

I haven't heard too much from the members on the cliff, lately. They are waiting on the different departments of different govenments [county, state, federal] to all get on the same page and then they can do some work.... When projects get to that phase there's always a slow down....

If I were President of the Board.... I would ask that all the emails be sent to me... and then I would forward them to the rest of the Board and the GM....

If I were President of the Board....I would ask that we announce the next agenda whenever possible so people would have time to make comments or at least get their opinon heard before matters come up for vote...

If I were President of the Board.... I would have a presentation of the projects the Board was trying to work on.... It's one thing to say we want to use money to build a skate park.... but it's quite another to actually go out for prices and design and bring that to the membership....

If I were President of the Board.... I would read the information about a matter involved to those who take the time to come to the meetings.... so everyone would know what we are working on..... If we had the discussion in one meeting, then came back in two weeks [whenever possible] it would give us all time to gather facts and opinions from the members.... so we could make a wiser decision...

If we plan out our future there would not be so many last minute decisions to be made.... I've always wanted a 5 year plan.... something concete.... there are plans but I'd love to see them all on one spread sheet that we could all work with at meetings.... :coffee:

If I were President of the Board.... I would ask that all the emails be sent to me... and then I would forward them to the rest of the Board and the GM....
As President I answer the e mails that are appropriate for my level, I let the Staff and GM handle the ones that are meant for them. delegation is Key.


If I were President of the Board....I would ask that we announce the next agenda whenever possible so people would have time to make comments or at least get their opinon heard before matters come up for vote...
The BOD meeting agenda is set 3-5 days before the meeting, then it is put on POACRE.ORG.

We do this work through our committees, the facilities committee, or more specifically me, contacted the skate park companies and we have plans and prices. All we need is the money. For that please reference the next STD that includes $200,000 over the next five years for playgrounds and skateparks. That was my contribution.

most if not all matters for board discussion and vote have The available information attached to the board package. If more information is needed, then we often table a subject until such time as we can get the right info from the right people.

We have made efforts to plan long term, finance has done a good job, facilities is trying, as a board, I attempted short and long term goals for the board. These planning sesssions were short lived, partially due to board participation.

The last couple of Boards have been doing a good job.... the Finance, Facilities, and Activities committees are doing a good job.... We can do better tho.... I'd like to try anyway....

I'd like to bring the question about Security to the membership for vote.....the membership did vote several years ago, to keep and fund security. If the membership expresses an interest in revisiting security, we need to do so. Remember that security is in our covanents.

This boat ramp has been investigated, the cost is in the tens of thousands, it is in the Critical Area, and due to sand bars in the area, any ramp will be limited to very small draft boats. Even given these factors, the Facilities committee can be asked to investigate this once again.

I'd like to bring more information to the membership in a number of great ways....
Since becoming president i haver made the Round Up Times, a monthly publication, and based on an informal survey, 87% of CRE get their news from the RUT. There is CRE facebook page, The "official" one, there are e mail blasts for those that sign up at POACRE.ORG, there is POACRE.ORG, contact info for CRE is in all of these.
I'd like to give it a try....
If the membership chooses to let you "give it a try" then so be it, But I have a proven track reord for the last two years of constant improvement of CRE. I have had ALOT of help from very dedicated volunteers, who continue to volunteer because they believe in the current leadership. I foster and encourage volunteerism in CRE, if I am re elected these volunteers will continue.
please see below for the timelime of some of the accomplishments of CRE: some were my ideas: the Clubhouse overhaul, the pedal boats, 4H archery, Anne Marie Gardens Halloween and a few others. please note that I have attended 90% of CRE BOD meetings, as well as attending the lake bash (2), anne marie garden halloween (2), easter egg hunt, valentines dance, Kids christmas party (2), halloween (2), kite day, trail clearing, young eagles, video game tournaments (3).

Yes, Joann lobbied for that in fiscal years, 2010-2011 and 2011 - 2012 and then there isn't enough money to do so and now Veronica has said WHEREAS YOU ARE NOT PUTTING EVEN ANOTHER TRASH CAN AT THE BAY BEACHES IF SHE HAS ANYTHING TO SAY. So maybe you should have your friend Veronica tell us how we are putting in a boat launch.

I'd like to bring more information to the membership in a number of great ways.... Currently we are using sign boards, POACRE.org, RUT monthly, Facebook. What else are you going to try - carrier pigeon, smoke signals? Megaphone? Knock on doors? Town Crier? Semaphore?

everybody should understand that Becky is a total trainwreck (thnk femaleJ PC) and a big reason the boards that she served on were ineffective. you couldn't force me to vote for her. If becky got elected president it would totally undo any of the good that has been done over the past couple years.


As for the current president, i think he is doing an acceptable job and certainly isn't trying to run the place into the ground chasing his personal agendas like the last guy.

I just moved into the CRE 2 weeks ago and my realtor told me she'd give me a "book of rules" and I have yet to receive it. Can I get one of these "books" from somewhere??

These are the things I have done....

The Light at Appeal Lane & HG Truman.... I wrote letters to the commissioners and used the editorials to get the light installed by the County on a State Road to cut down on the number of accidents before a child was killed.

The Gott Drive, Gunsmoke Trail extention.... I developed an alternative design that would allow us to cut through from Town Square Drive [via a traffic circle] past the Building where Dr. Nasr has his offices to Food Lion. The design was presented to the Commissioners and it is still awaiting funding. I also stood up to the county to stop the road on the back side of Food Lion [Gott Drive lol] from joining to Gunsmoke. At that time the people who live along that section of Gunsmoke did not want the traffic from Drum Point, etc., going past their private residences to the post office.

Task Force to Study the Infrastructure Needs of Private Communities in Calvert County.... I was appointed to the Task Force by the County Commissioners and helped to research and write a report that was presented to the Maryland General Assembly. This was a 3 year project.... and we met in Prince Frederick almost every Thursday evening.

This work opened the door so that CRE could recieve FEMA funding based on the fact we have a Special Taxing District. [CRE recently received $100,000.00 to reimburse us for the damage done by Irene.]
This work also opened the door so that CRE could apply for grants on a small scale.
Recently I was apponted to the Common Ownership Infrastructure Advisory Committee - created by the Commissioners at the request of the Task Force - which will hopefully open more funding possibilties for the community...


I ran for the office of Commissioner so that I could bring the needs of CRE to the public eye... invested $1000.00 of my own money and talked extensively about how the members in CRE pay the same taxes at the pump as other citizens of Calvert County but receive little or no return for those taxes.... opening the door for discussions about the State Highway User Revenue funds... When others found a way to bring those funds into the community, County Commissioners were aware of the need to assist.... CRE received over $100,000.00 in SHUR funding

Accomplishments on the Board...

In accordance with P&P #1, I worked with two other Board Members to combine the 6 P&P's governing financial matters into one P&P.
Worked with the Board to re-write the Rules and Regulations, updating them.
Stood up against the Board when the Roads Committee presented the last Special Taxing District Plan [the one we are finishing up now]... which they admitted [in a Board Meeting] included a request for more funding because they wanted room for the Commissioners to cut the amount [as they had done when Drum Point presented theirs]
Worked with another Board Member to push for the clean up of the campgrounds where members were stealing electric and telephone service and building permanent structures on their spots.
Developed, published, recorded, and reported the first survey of membership since 1991- other surveys were accomplished by committee with basically the same results
Utilizing the MD Assessment & Taxation Database, built a data book listing the names of all owners along with the residential homes, rental homes, vacant lots, and POACRE lots which was later used by staff to check the database in the office

When I asked Travis to take the question of Security to the membership... He told me that he believes we need Security to keep CRE from looking like a slum and ended the conversation.
I believe Security is a waste of money, there's a more economical way to accomplish the tasks, so there is more funding for Maintenance and less funding for Operations....

I believe we are a Property Owner's Association. Travis seems to be happy with the Homeowners Association way of doing things.

Becky, you are taking credit for things you didn't do and things that haven't happened.

In my experience YOU were a huge part of the problem everytime you served. You are dense and don't even understand that you don't understand. For those of you who doubt Becky's "JPC" character, all you need to do is talk to her for just a few minutes or read a bunch of her posts. Hell, she is even bragging about a failed county commissioner run, just like JPC claiming vitocry for a resounding defeat.

You know, I lived in CRE longer than anyplace I've ever lived in my life. And I don't miss it.

Lots of private communities somehow manage to meet their needs without the constant flow of cash that seemed to bleed out from me year after year in the form of HOA fees and the Special Tax District. I couldn't for the life of me figure out where all the money was going, but I sure didn't want to keep giving it to them just to find out eventually.

I still don't know where all the damned money goes. I swear a great deal of it went into the process of collecting it from me.

So... I didn't win Commissioner.... I made my point and eventually we got SHUR funds through the Commissioners I campaigned against....and then county SHUR funds got cut and our funding went down....

I know I have a lot of people who don't agree with me.... but so be it.... I can't please you all.... the items I put in the post are my accomplishments... Anyone who posts as much as I do has to be careful to tell it like it is cause what you right is always out there somewhere....

Like I said... Travis has done a good job.... We have different philosophies...

He likes Security.... I think the Security force at CRE is a waste of money and the members should be allowed to vote to save it or terminate it....
He likes running CRE as an HOA.... I would like to move us to a POA.... even if it would take a change in the law....

I went to the last Commissioners Meeting about the STD, and wrote a follow-up email letting them know I was opposed to it. It was voted on and passed by them anyway.
What give them the right to vote on it, and not the residents that actually live in CRE?

Wrote letters, appointed to task force, R&R's not been approved have they? Produce solid evidence of accomplishments; all I see is wishes and requests, not results that can be traced back to you specifically.
Volunteers on Activities refused to serve with Becky and she had to be asked to step down; the results of which have been a very robust monthly Activities events under the current committee chair that are very well received and attended.
Ran for BOCC and lost because nobody buys her self important rhetoric.
Becky's CERT training is 10 years old. It didn't help much when we had hurricane Irene last year that devastated CRE. This year when the CERT training was held, Becky didn't bother to show up to support those being trained at any time during the 3 day training that OUR MEMBERS took time to get done. Who would YOU rely on in an emergency?? I'm going with the group that has up to date training. When the trained CERT group wanted to hold a meeting for further planning, they were shut down by Becky. Who would you rely on in an emergency?
The stables 5 year plan hasn't gone so well. The barn that is supposed to come down for a year now is still standing, barely.
A data book for employees to use? Who would you rely on to continue forward progress in CRE to bring current technology and current methodologies to solve problems vs. staying stuck in 1970?? We need to utilize up to date technology to be able to continue to do more with less.
You've had 10+ years to implement a Multi year Capital Funding Plan (i.e. have CRE members pay more $$$) and you haven't produced anything. How are you funding this? Faerie dust and magical volunteers? The volunteers won't work for you. They've proven that over the past 2 years.


It's more hot air and nothingness and someone who can't make the required Saturday meetings. And if that is what you want for CRE, then you know who to vote for.

If you eliminate security, what happens then? The county spends little time in here, who is going to enforce the rules and regs? I hope you have a plan for that. I know that you have spoken out against the STD before, how do expect to keep up the infrastructure we have now if it is removed?

5 year plans are useless, circumstances and people change. What happened to the 5 year plan for the stables? that ended less than 6 months in. WHY????? How do you intend to pay for all the things on the list you have provided? We want facts not "hope and change", we've all seen where that has gotten us.

Frankly it makes me ill to think of all the money being sucked out of me (which, by the way is a hardship for me, and many of the other homeowners in the neighborhood. If you didn't realize, most people live there because it is the most affordable area for young families and those with moderate income)

The "security" IS USELESSSSSS. they do nothing but ride around in the ranch club trucks, speeding through the neighborhood and doing sidejobs on their time. Rules and regulations? gtfo yourselves. Hello..a full1/4 of the houses in there are nothing but glorified storage sheds. And I won't hate on folks because sometimes thats all you can afford. but really, a bunch of folks driving around in trucks does nothing.

I do not see why millions of dollars is neccesary to run that damn place. My road isn't paved, and I do not use a single amenity. EVER. I don't even go get my stickers, theres no need.

From what Ive seen people seem to think that the ranch club is some kind of business. It isn't. Its a neighborhood with REAL people living in it. Real people living in the middle of tough times, trying to afford to live somewhere. stables? skateparks? campgrounds? what do like, 5% of people actually use those things? sell the so called amenities, bulldoze any dilapidated buildings and be done with it. Its ridiculous that my HOA fees and special taxes and special assesments far outstrip the fees in better, nicer, richer neighborhoods, for which I get nothing tangible in return.

I love my house. I have good neighbors. I am thankful that I can afford my house in these times when other people are losing theirs. But I am not some bank to keep pulling money out of so that morons on the interenet can fight about all the lovely things they did.

I agree with what was said about not picking up the decals; my husband argues that we should get them because we've paid for them. When the kiddos were small, we used to go to the beaches/lake quite a bit, but they are grown and (almost) gone, and it's been quite a while since we've been to any of them. I don't think we've ever used any of the other amenities.

last time I went to enjoy the beach with my family, I listened to a picnic table full of Board and Committee members, bad mouthing others in the Community....that was enough to make us leave a facility we pay dues to enjoy.

Good, the bad and the ugly...

No one put the "light up" at the Appeal/Post office entrance...that is WILL ALWAYS BE, nothing less than, doesn't matter if you beg, can not be done unless it meets state/federal guidelines for the light or someone too many lives are lost at the intersection from crashes.

Security is in the covenants...but heck so was racist/limits on who could live in CRE - that didn't require a vote...it was just wrong. And you could call security "the young people standing at the lake/beach, Sat and Sun, from Memorial Day to Labor Day " security and still meet the requirements - for $10 an hour. No truck, no vehicle, no insurance for the car, etc.

Stop trying to BUILD, start letting go. People CANNOT afford more. The only plan they want is a "fazeout plan" to reduce costs and stuff for upkeep. Heck take a vote - and I bet you could sell the campgrounds. Great place to start.

hey while you guys are politicing, and making all these unkept promises, can you also promise to do something about the homeowners/renters, that allow their grass to grow 2 feet high, and continuously litter their yards with trash, and debris, and are not held accountable for the upkeep of their property? I have neighbors who have an electrical cord stretched across the street, and are using another home to provide electricity to theirs, and have been running a generator for weeks! Run down camper, crap and debris laying everywhere. Yes, a lovely place to live....and no possible chance of me selling my home to get out.

It will never end as there is no way to maintain all the improvements it is designed to give us. Funding levels of the roads maintenance budget will never cover a fully paved CRE. And it will take over 50 years to achieve that. So if the STD isn't stopped we will be continually taxed at rates above all other County residents. That should be enough to stop it. Additionally we need to compare the cost of these non standard roads with that of the county and see if we are getting a good bargain from our volunteer managers.

County Atty Demedis: ""I don't think due process requires that the people in this subdivision be given the opportunity to vote as to whether or not their board of directors makes the petition. They do have the power to vote those people out if they don't like it."

The "petition" is the petition for the special taxing district and the appointment of the POACRE Board as the beneficiary of the tax proceeds.

The argument, which was not decided by the court, was based on the fact that the law in Calvert County incorporates by reference the bylaws of the HOA for the purposes of voting and due process. The problem with that is that at any time, and for any arbitrary reason including fines, fees, dues, and attorney fees being unpaid, property owners are denied their right to vote. That is a prohited version of a poll tax.

Until someone with deep enough pockets can pursue an expensive court battle to correct this violation of the constitution born of an unholy alliance between the POACRE BOD and the County Commissioners, and maybe even sending someone to jail over it, this is how it will be.

The other problem with this statement is that it is confiscating money from private property owners for the benefit of a private corporation. Now some believe that POACRE is owned by the property owners. It is not. It is a stand alone corporate person. The properties it owns are owned soley by the corporate person "Property Owners Association of Chesapeake Ranch Estates" which is a misnomer and terribly wrong. No individual has any property right interest or equity interest in any of the properties owned by POACRE.

An analogy would be if Six Flags were to be able to levy a tax on your private property, force its collection on you at the peril of being hauled into court, and in exchange you were given the "privilege" of having access to its air park and stables.

It would be a whole different story if the "property owners" in CRE actually had equity interest in the common properties the way the HOA law assumes it would be. It would be a whole different story if POACRE were a property trust corporation. But it isn't. It isn't accountable to anyone for anything that it can do "legally".

You went right past the point. The STD is employing an illegal process of denying persons to vote for their taxing Board of Directors by and through an unlawful use of the "member not in good standing" provision in the bylaws. That provision bars taxpaying persons in the subdivision from voting in a POACRE election. When you are dealing with taxation and due process, that is the thing that will eventually destroy political careers and possibly send people to jail.

No ...oh well ... about it.

I would rather change the HOA into a true POA that pays dividends instead of costing us money.....

There is no difference between a POA and an HOA unless you change the definition of "Properties" to be restricted only to the property owned by the POACRE corporation and NOT the privately owned properties in the subdivision.

Also, you would have to recognize that there is only one enforceable covenant being the roads fees. POACRE's position of Declarant was obtained by fraud and its enforcement of contracts is done by forgery based on that fraud, BUT the road fees do run with the land and would be enforceable. The M&O fees were stripped from CRC, Inc. BEFORE the buyout and were declared unenforceable by COSA which is one reason for their bankruptcy. It was only be a smoke and mirrors act of forgery that they were made enforceable by the original POACRE BOD.

I don't know about you.... but my neighbors all care about the community and the people in it.... they are active in church, youth groups, volunteer at the firehouse.... they are active in PTA, support a lot of the local youth sports groups... and on and on and on....

I've talked to people who don't even know when the ballots comes out.

First, WIIFM and apathy are not mutually exclusive. We have both and the both damage the community.

Second, the communication issues stem from incompetence by the managers and the simple frustration the homeowner has that nothing can be done except ignore the problem.

I have spent 10 years trying to point out what is written in plain english in the legal documents and agreements of sale and gotten nowhere because each and every POACRE BOD has fought the truth. Unless we get a BOD that is willing to make some admissions, we will have what we have and that is all that we will have.

We can clammer about the past or we can look toward the future and set a course with vivid measurable markers....

We have some awesome volunteers working for us.... we have some great neighbors.... We have a great location and a wonderful community....

This is what I wrote.... I got to say the majority of it...

Please allow me to respond as a member in good standing of the Property Owners Association Chesapeake Ranch Estates concerning the request for a renewal of the Special Taxing District.

It is my understanding that the Special Taxing District is a method utilized by Chesapeake Ranch Estates, with the assistance of the Calvert County Government, to pave the primary and secondary roads in Chesapeake Ranch Estates. Further, it is my understand that the Special Taxing District is a method utilized to provide sorely needed Storm Water Management.

I appreciate the benefits of a Special Taxing District. This method of funding is not only a reliable source of income with oversight, but in some cases allows the members to take advantage of a tax deduction not available when paying our regular M&O and Road fees required by the governing documents. The existence of a Special Taxing District allows cost reimbursement in the event of natural catastrophic events through FEMA and MEMA funds.

Although we, the membership of POACRE, have been paying into this Special Taxing District fund for nearly 15 years:

1.The majority of the sixty-six [66] miles of roads are still unpaved.
2.The storm water management necessary to maintain the sixty-six [88] miles of road is still largely unaddressed, causing major problems.
3.This particular document leaves miles of road and storm water management still unscheduled.
4.Although the community is now nearing build out, the storm water management problem is adversely impacting the community, the Mill Creek Watershed, and the Chesapeake Bay.
5.The cost of road construction is directly impacted by the rising cost of asphalt and other oil based products.

In addition, the inclusion of funding for road maintenance as well as a capital improvement project included in this particular document seems to move Chesapeake Ranch Estates away from a Special Taxing District and into a Special Services District not unlike the Special Services Districts utilized in St. Mary's County to maintain and upgrade older HOA communities with massive infrastructure.

In my opinion, therefore, the community would be better served if the Board of Commissioners would consider the following steps.

•Renew the Special Taxing District at the current [or lower] rate for the period of one or two years instead of the five years requested to allow a fresh approach to the massive infrastructure need.
•Task the Common Ownership Infrastructure Advisory Committee with researching a more effective method of funding this major infrastructure issue, to include among other methods, Bonding or a Special Services District.
•Task the Common Ownership Infrastructure Advisory Committee with meeting with the POACRE membership and reporting back to the Board of Commissioners.
•Task the POACRE Board with renewed education concerning the projected cost of the infrastructure needs and the fiscal tools available, and allow the membership to choose the path to their future.
•At the end of the agreed upon renewal, renew the Special Taxing District as written today, replace the renewal with a more efficient funding method, or dissolve the funding method leaving the infrastructure to erode and face forfeiture of eligibility for FEMA and MEMA funds.

And this is going to help the community how? Loss of fund will be disastrous, we all know that the county wants nothing to do with our roads. If this is lost how do you intend to make up the difference? The only way to actually change the fees is by membership vote and we've all seen how that goes. Short of a one time assessment changes require covenant changes and we all know how that will go since it takes finding all the owners and getting 50%+1 to agree. I hope you have a plan because all these people say end the STD but none have a way to replace the lost funding.

The Special Taxing District has been around for 15 years but the new members do not have the benefit of the pros and cons listed in the original discussions fifteen years ago. That's why I suggest the Commissioners task the Board with providing the information to the membership. [On a side note... I try to educate every time this issue comes up... but the rolling of the eyes stops me short.... I know it gets boring hearing me talk about past actions]

I find that the majority of the people I talk to don't understand the Special Taxing District.

That was the point of my suggestions...[here they are again for your convenience]


• Renew the Special Taxing District at the current [or lower] rate for the period of one or two years instead of the five years requested to allow a fresh approach to the massive infrastructure need.
• Task the Common Ownership Infrastructure Advisory Committee with researching a more effective method of funding this major infrastructure issue, to include among other methods, Bonding or a Special Services District.
• Task the Common Ownership Infrastructure Advisory Committee with meeting with the POACRE membership and reporting back to the Board of Commissioners.
• Task the POACRE Board with renewed education concerning the projected cost of the infrastructure needs and the fiscal tools available, and allow the membership to choose the path to their future.
• At the end of the agreed upon time period, renew the Special Taxing District as written today, replace the renewal with a more efficient funding method, or dissolve the funding method leaving the infrastructure to erode and face forfeiture of eligibility for FEMA and MEMA funds.


The Special Taxing District has been around for 15 years but the new members do not have the benefit of the pros and cons listed in the original discussions fifteen years ago. That's why I suggest the Commissioners task the Board with providing the information to the membership. [On a side note... I try to educate every time this issue comes up... but the rolling of the eyes stops me short.... I know it gets boring hearing me talk about past actions]

Let's face it, people have been paying into a Special Taxing District for the last 15 years, and probably will pay into it for the next five years, and will still live on an unpaved road.

"this is not the end-all be-all of Special Taxing Districts. When will all the roads get paved... Never???"

The County Commissioners at their Tuesday, June 12 meeting were told by Terry Carlson (departmental public works) that after the end of this proposed five-year Special Taxing District that all of POACRE roads would most likely be paved. I believe that to be absolutely inaccurate.

With the cost of paving, and the amount roads that need to be paved, there's no way that the $4.7 million that are allocated in the next Special Taxing District to roads improvements, are going to pave the rest of the homeowners association roads. At a cost of nearly $1 million per mile to pave a road, you can do the math and figure out how many miles of currently unpaved roads will be paved with the next Special Taxing District funds.

Another issue that the County Commissioners had, was that the petition submitted by the Board of Directors did not include a scope of work that identified what roads would be paved in this new Special Taxing District. The County attorney also backed up that claim saying:

Though it is not clear which, if any, unpaved roads are proposed to be paved or what priory new paving has, if any, over maintenance of paved roads.


Unfortunately I believe the utility of a Special Taxing District is quickly coming to an end. It was a Band-Aid on a larger problem 15 years ago, and that Band-Aid can no longer address the problem.

I've seen some ideas on here and and heard of some others that should be explored. There should be other options for a more complete solution to our roads. Multiple options should be explored, presented the membership, and allow the membership to vote to steer the community and what they support, feel comfortable with and believe is the best direction for community.

"The Golden west way funds in the STD petition are NOT for tiger beetle mitigation. I do not recall the STD petition mentioning tiger beetles Those funds are there in case we receive federal aid and are required to contribute monies. If that does not happen then that money will be used for roads improvement. "

VH is still working on getting all the approvals. I asked how much our mitigation costs would be [because CRE owns some of the land they want to protect with the walls] and the amount I got was estimated at $97000.00.

I was told not to worry about that tho because one government agency probably would charge another government agency... or we could trade land for it.... etc.... just wait and see....

Then the same amount shows up under the heading of GWW reserve....

That's why I'm bringing this up Travis.... it's a valid question... right?

First, WIIFM and apathy are not mutually exclusive. We have both and the both damage the community.

Second, the communication issues stem from incompetence by the managers and the simple frustration the homeowner has that nothing can be done except ignore the problem.

I have spent 10 years trying to point out what is written in plain english in the legal documents and agreements of sale and gotten nowhere because each and every POACRE BOD has fought the truth. Unless we get a BOD that is willing to make some admissions, we will have what we have and that is all that we will have.

I think what we need, as a homeowners association, is for the Board of Directors to initiate an independent legal review our current governing documents. The Association needs to move forward. I believe the first step is to determine where we stand legally with our current government documents, plot of course to update or change the fundamental governance system and move forward to put in place a more modern system with something similar to a common property trust. The Board of Directors should cease to continue building and expanding the Corporation. In my opinion, the private community concept of the Chesapeake Ranch Estate has continued to be diluted throughout the years to the point where we should just be a subdivision of the County with the common property being controlled by a common property trust.

Well.... I would like to talk about CRE.... and it's that time of year again....

If I were to be President on the Board in CRE there are a few things I would change....

1. I would like to see the Board take an active position to get the documents straightened out... There is talk of Municipality again.... that's a question that should be taken to the membership .... the governing documents need to be cleaned up either way the vote goes....

2. I would like to see the question of "Security" brought to the whole membership for vote.... Back in history, before the gates came down, security was a good idea.... now it's an inefficient expense that should be reorganized.... [or not] The question needs to go to the membership....

3. I would like to see if there is a way to get a Bonded roads project that would allow us to finally just pave the rest of the roads..... White Sands did it using the Special Roads District.... Drum Point and CRE are using the Special Taxing District.... It's time to look at more expedient ways to proceed before the cost of paving becomes even more astronomical....

4. The beaches are looking much better.... The clubhouse looks really nice now.... the upkeep and maintenance work is not done tho....I would like to see the boat launch put back in at the beach.... I'm also interested in putting a skate board park in where the Stables are now... The campgrounds needs some attention to make it more attractive to those who would pay to use it [putting money into the fund for other projects].... AND I would like to do something about that horrible looking upper compound across from the Stables.... It's an eye sore....

While I am happy to report.... the last couple of boards have definitely been following the "more maintenance cost & less operations cost" fiscal approach I have been asking for all these years... there is still a lot to be done that the current President hasn't been able to get to....

If you ask me .... which you didn't.... I think the current President did a good job but I'm wondering if he's burning out.... The job of President of the Board is a difficult one.... it takes a lot of time and energy.... it also takes a lot of time away from the family....

I've been holding a director spot on and off for 13 years now.... Maybe it's time I stepped up to do my few years as President of the Board so that I can finally get these few agenda items taken care of.

I admit it.... I have agenda items.... they are listed above.... and most are boldened....

Just saying.... maybe I should nominate myself for a slot as President of the Board.... since the Nominating Committee didn't even bother to call me and ask if I would consider running for the Director spot again.... :coffee:

I actually found it completely irresponsible for the Board of Directors to request additional taxation in this economic climate for the purpose of "an immediate need for recreation". The reaction at the public hearing for that additional taxation was probably completely warranted

It's a beautiful place to live.... I went to the beach yesterday.... gorgeous day out on the bay.... just beautiful place to live.....

We have great neighbors... our kids have excellent schools with great teachers....

We have not one but 2 grocery stores and lots of good restaurants around the corner but we don't have the big traffic jams like Prince Frederick to the north and California to the south.... Meanwhile our roads are getting better.... our clubhouse is renovated and it looks awesome....

It's a beautiful place to live....

I haven't heard too much from the members on the cliff, lately. They are waiting on the different departments of different govenments [county, state, federal] to all get on the same page and then they can do some work.... When projects get to that phase there's always a slow down....

CRE is a beautiful place to live.... :coffee:

Forums on POACRE.ORG isn't working.... the President seems to dislike the forums....

The old POACRE site on SOMD Online is closed down. A director use to run it but he left the board and that was pretty much it.

A lot of people are on facebook now.... Chesapeake Ranch Estates has a group... I avoided it for a long time.... The comments on the facebook page seemed to be a very big distraction for the board for a while.... That's gotten a lot better recently....

I have a page called Residents of CRE also.... I've been working on the Covenants with input from about 40 people.... I posted a whole bunch of clips from SOMD Online to that facebook page... I took some of my comments from as far back as 2004 and passed them along. A few of the board members don't know what happened that far back.... I bore them with history I'm afraid.... don't want to re-invent the wheel.... just make it better...

I'm happy we have a little church in CRE now. I bet it will outgrow that room pretty soon. I'd love to give it a couple more years to grow tho.

Forums on POACRE.ORG isn't working.... the President seems to dislike the forums....

The old POACRE site on SOMD Online is closed down. A director use to run it but he left the board and that was pretty much it.

A lot of people are on facebook now.... Chesapeake Ranch Estates has a group... I avoided it for a long time.... The comments on the facebook page seemed to be a very big distraction for the board for a while.... That's gotten a lot better recently....

I have a page called Residents of CRE also.... I've been working on the Covenants with input from about 40 people.... I posted a whole bunch of clips from SOMD Online to that facebook page... I took some of my comments from as far back as 2004 and passed them along. A few of the board members don't know what happened that far back.... I bore them with history I'm afraid.... don't want to re-invent the wheel.... just make it better...

I'm happy we have a little church in CRE now. I bet it will outgrow that room pretty soon. I'd love to give it a couple more years to grow tho.

She posted something about it last night, but since deleted it. I wish I had saved it. She seems to think that anyone who doesn't want her to be elected is "Travis's fan club."

The reality is that there is a huge "anyone but Becky" fan club.

Dang, that says it all. Still waiting for the big secret plan on how to fund roads so they can all be paved when they get rid of the STD next year. Besides what ever plan she has was probably thought of before by someone else. Of course my plan was thought of by someone else.... it's used in St. Mary's County and Montgomery County... that's how I know it's legal....

We'll only have a year.... don't want to try re-inventing the wheel and waiting while it goes through some legal journey to make sure we can do it...

It's one of the options in the Task Force report....

I don't see any plans coming from anyone else.... so I started doing the research....

Oh is it inconvenient to be "interested in CRE talk" if it's not about your manipulating, sniveling, BeckyMcDoNothing-ness? You don't spend any time with the rest of us because we are bored with your "All About Becky Boring Mantras".

The rest of us hang out at super secret social hours at Driftwood Beach on Sundays (oops), host events for the entire community to enjoy, sing and dance in Zumba class, get stretched at our yoga class, collect non perishables for the less fortunate right here in CRE, donate surplus veggies from the community gardens to SMILE so those that must rely on boxed food can have some fresh veggies to go with. And that's only a small list of what we, some board members and committee members actually go out into the community and DO vs. talking about some plan that's been talked about for 10+ years and never implemented.

It's time someone told the truth around here and since you can't and won't, I WILL.

I applaud you for all you do. I think it's excellent that the Activities Committee is doing so well. Dee is doing a better job than any before here and her shoes would be extremely hard to fill.

I've worked on all the committees at one time or another with the exception of VTF and Nominating Committee.... I know the work that you, Dee, and other have to put into them.

Right now I'm working with the Emergency Planning Task Force... Dave and Bernie have come up with some excellent ideas to make that project much much better.

I don't feel welcome around you. Actually I feel like I'm imposing when I do try to drop by. It's ok.... it's just the way it is.... so I spend my time with my family whenever there isn't a scheduled meeting.... family is a little more important to me now since the scare with Dani's cancer.

I'm still waiting to hear about this blackmail garbage.... I want to hear the whole scoop on this whopper.... :killingme

That is not what I told Michael Matters.... I told him to stop posting mis-information.

I told him that all he had to do was use IMHO or IMO or state that something was true based on the information he had... etc....

Every single board meeting for the first few months was full of snipes and blasts from the majority of the board back and forth about the posts by Michael...

I tried to get an executive session to discuss it.... Travis said it wasn't legal under the HOA Act....

I knew that Karen, Beth and I would not vote him off.... that's a fact... we joined the board together to save the stables and we weren't going to let him get voted off.... It takes 6 votes to remove a board member...

Knowing that.... I called for a meeting on his removal.... It got his attention... it calmed down the distraction... and then when Karen called and said she want to rescind the vote to have the hearing... I would be ok with it even tho I wouldn't be there to vote for it myself....

Things got better after that... and Michael is much much much better with his facts on facebook.... everyone is happier....

THAT is not blackmail... see I knew there was really nothing to it... :coffee:

It's true I didn't go to the CERT training.... I have thanked everyone in person since then....

I'm happy they did it....

I keep saying over and over again... Dee is doing an excellent job....

As I remember it I asked you to step down for a trial period, if the new crew worked out great, if not then you would return to the activities liaison position. As we have seen, things have worked out well.

If you're talking about the Special Taxing District.... It is what I wanted.... to the letter....

If you're talking about my chances to win at the election.... I've been rejected so many times .... and I keep saying that's the last time.... and I keep working...

I've made a lot of people angry.... I made people mad when I worked to get the campgrounds cleaned out.... I made people mad when I talked against unmarkable fee increases... I made people mad when I stood up in the last 2 Special Taxing District hearings.

I made people mad when I was part of terminating the contract of a jack ass of a manager who was terrorizing the women in the office and downloading porn on the server.... I'm sorry there was collateral damage with that one....

I made people mad when I talked about the people in the office who just don't seem to work.... I worked there I know who does work and who just grabs a paycheck.... I also talked about employees who talked too much about the members....

I made a couple of people furious when I refused to rule in favor of a committee volunteer.... the committee couldn't provide consistant paperwork... it wasn't their fault... this came up in the middle of the reorganization after bad volunteer work before them.... but the member had a perfect storm of errors... I really wanted to cry when I got home because I had to let him off.... Those women were furious and they had a right to be.... but the documents they had and the documents we had were totally different.... completely different rules...

I also made the people on the cliffs mad when I said the members of CRE as a whole shouldn't pay to save their million dollar view. The built their homes on a cliff that's falling into the bay... It's their disaster... I feel bad for them, but I can't afford to help them... and most of the people I know can't afford to help them either....

I love CRE... I have deer, bunnies, robins, cardinals and more in my yard.... I can walk to the beach... walk to a fishing hole... or I can drive a few miles and sit and watch the tide come in....

I like to talk about CRE.... And... I figure it's time I run for President...

I've done the census twice in here... I've been an election judge every election since I moved here in 1998 [except the year I ran for Commissioner].

I've met a lot of people who would vote for me... they all have families tho.... It's hard for them to come up with the mortgage let alone another $400.... I know a few elderly people too.... they are barely making ends meet....

If a bunch of these members can get together the time and money to get to member in good status.... they'll vote for me.... so I just have to see how the economy goes....

It's normal... It's an open thread....

I've made a lot of people angry.... I made people mad when I worked to get the campgrounds cleaned out.... I made people mad when I talked against unmarkable fee increases... I made people mad when I stood up in the last 2 Special Taxing District hearings.

I made people mad when I was part of terminating the contract of a jack ass of a manager who was terrorizing the women in the office and downloading porn on the server.... I'm sorry there was collateral damage with that one....

I made people mad when I talked about the people in the office who just don't seem to work.... I worked there I know who does work and who just grabs a paycheck.... I also talked about employees who talked too much about the members....

I made a couple of people furious when I refused to rule in favor of a committee volunteer.... the committee couldn't provide consistant paperwork... it wasn't their fault... this came up in the middle of the reorganization after bad volunteer work before them.... but the member had a perfect storm of errors... I really wanted to cry when I got home because I had to let him off.... Those women were furious and they had a right to be.... but the documents they had and the documents we had were totally different.... completely different rules...

I also made the people on the cliffs mad when I said the members of CRE as a whole shouldn't pay to save their million dollar view. The built their homes on a cliff that's falling into the bay... It's their disaster... I feel bad for them, but I can't afford to help them... and most of the people I know can't afford to help them either....

I was studying for the debate tonight.... It was a lot of fun....

Walter, Connie, and Mark put on a Candidates forum tonight... 5 of the 7 candidates were there.... The questions were excellent....

I really enjoyed myself and I hope everyone there did too....

It is my understanding he is moving out of Maryland soon.

I hope whoever the powers to be are in CRE; have a plan for who is going to pick up all the garbage thrown out by some of the fidiots and trash that live and work in CRE.
