I do not see anything funny about it, and I do not think it is meant to be funny.

The Congress and the President just passed the "Middle Class Tax Relief and Job Creation Act" in February 2012, and it had to be a bi-partisan bill to get it passed, so the problem is being addressed.

The Republicans want to make this into some negative weapon into the Presidential election and we Democrats expect that to backfire as we elect Barack Hussein Obama to another four (4) years as our President of the USA.

Portable classrooms would be a good idea. Just move them to wherever most of the big o's current class of illegal voters crosses the border, or resides underground.

Not to limit those classrooms just there, of course. A huge number of those who voted for him, and who will probably vote this November, probably cannot functionally read into, on, or between the lines anyway. On any topic.
