Obama administration guts work requirements for Clinton-era welfare reform « Hot Air (http://hotair.com/archives/2012/07/13/obama-administration-guts-work-requirements-for-clinton-era-welfare-reform/)

The landmark welfare reform law President Bill Clinton signed in 1996 helped move nearly 3 million families off the government dole — the result of federal work requirements that promoted greater self-reliance.
Yesterday the Obama administration gutted those federal work rules, ignoring the will of Congress by issuing a policy directive that allows the Department of Health and Human Services to waive the work requirements for the Temporary Assistance for Needy Families (TANF) program. “The result is the end of welfare reform,” wrote Robert Rector and Kiki Bradley of The Heritage Foundation.

So, before I knee-jerk on this, maybe Tilted can come along and clarify any misconeptions about this.

Is it what it looks like... The president issued an executive order telling HHS to waive any requirement for the 'get to work' requirement of the Welform Reform of '96?

As far the explanation I heard on the radio is that there were restrictions put in the law forbid this.

If this is true, Welfare Reform is pretty much useless.

The Kaus Files has a good explanation you might want to read. Many folks seem to believe this action is illegal. Is this a felonious act???

This President's actions would indicate to any rational person, that if he can't get his legislation through Congress, he'll just sign an executive order.

If this is an illegal move then where is congress? Why are they so silent on these things?
