I think MD as the state should abolish the state income tax, jack the sales tax up to 10%. Tax food and triple the tax on Alcohol and Tobacco to at least get the money out of those who pay none.

The higher sales tax would have no effect on those who currently pay what they are supposed to, but the ones who skip out would then make the choice, do I want to feed my 8 kids, or get a bottle of Henney.
