Might be cheaper to put a "cloud" in a solar orbit between the Earth and sun and would have fewer negative side-effects.

Fewer negative side affects to what?? Other than the economic ,what are the negative side affects from reducing the pollution we are creating? and that estimated price tag of $200 trillion would certainly end that argument. Could you even begin to imagine how this would affect vegetation? Those dense rain forests are there because of the amount of solar insolation that area of the world gets...and we are going to "shade" it because we are too lazy to clean up after ourselves?
