I used to have a website through ipower, but I let it lapse about a year ago. I am now thinking I need to get my website up and running but I don't have the time or the knowledge to work on it. I can get the one I had back, I have to pay a reinstatement fee or something, but it needs work. Actually it probably needs to be redone because it loads slow. My question is how much should I expect to pay to have a website built? And what should I be looking for?

No. Is it a forum? Information site? Sales site? How many pages? Is there dynamic content? Graphics intensity? Flash content? Etc, etc, etc...
Simply saying "how much is a web site?" is like saying "how much is a car?"...it depends.

It wasn't a forum, it had a little about where we live, about the dog grooming and crafts that are for sale but more information then sales. It was going to have about eight or ten pages [I don't remember] but it wasn't finished. It had pictures, but I have no idea what all that other stuff is.
