I got the following, but it has almost no power. Is this a glitch where one weak person shows up four times, or is there somebody with four incredibly weak MPD's doing a speed logout/login?

Since they're all at the same time, I would say it's a glitch. And I would also say that it didn't subtract points 4x because there aren't 4 people who are that weak but can still give red.
