I would like clarification of whether the forum rules apply to personal forums, IE language and things of that nature. I see that Premo members have a special forum where things are a bit more relaxed. Does this same flexing of the rules apply to personal forums?

Personal forums are moderated by that forum's owner, so what they say goes. Regular board Admin has nothing to do with them and doesn't moderate them in any way.
