BTW - the answer is if riding in Virginia, he's good even though the skies are registered in Maryland. In Maryland, not good because he has to be 16 even if his safety class was in Virginia.

One day I didnt have stickers on my john boat. Me and a friend's husband was out crabbing. I had just gotten a brand new trot line laid down with more feet added! I was so excited! After laying the new line down. We troll around to let crabs get on the bait, and then all of sudden the linkage got messed up in my motor. We could only go in reverse We were having to then run the trot line in reverse, the crabs where hoping off hearing the motor and then sure enough... here comes DNR... nobody runs the trot line backwards. We were the "obvious idiots "out there that day and I got a fine.

That was going to be my guess.... Usually you have to follow the rules of the state you are in, not where you live....
