When we lived in Frederick, I had hunting rights to a dairy farm. Was told that if at any time I was on the back field and saw a cat or groundhog, they were NOT to continue breathing. The groundhogs dig holes that cows and tractors get broken in and they got fined by the county because of the number of feral cats at one point. When they got fined, they rounded up as many as they could catch and took them to the shelter. About 100 cats. They personally owned 2 cats, both fixed. The rest were drop offs. A .22LR works pretty well when you take a headshot. If you are lucky, the hog drops right there and does not roll down into the hole.
