I'm from Northern Virigina originally and we don't have hunting (at least not that I'm aware of) I don't think there was any need for it.

Most hunters around here don't chase deer. Too lazy.
The whistles will alert the deer you are coming, but if they are spooked and running from something else they won't care.

Funny you should mention that, I was just now sitting here thinking about it and all, we did have some woods around between houses and didn't see hunters in the woods ever I know this because as a young teenager there's really no other place to have relations with your date and sometimes you go for a walk in the woods. Then after a few times of that you learn to date people that have cars. But no, I really` didn't see any hunters while I was romping in the woods or heard any guns or anything. I really didn't know about hunting until I moved to southern maryland.
