I didn't realize there was a commisary on base. Is there one at every military base? Can non-Navy people use it (i.e. Air Force or Army that live in the area but not stationed at PAX)?

If you have a military ID you can get into the commisary. I've seen AirForce, Army, etc., that are temporarily at Pax, in the commisary.

If you are a active duty, retired, or dependant individual with a Military ID Card (actually a US Uniformed Services Identification and Privilege Card - DD form 1173) with the Commissary identified as a place of "Authorized Patronage", then you can use the facility.

Bob is a retired Army dude, but was never stationed at Pax, but because of his miltary service, he has base privileges, as does his family until a certain age [I think 22 of the kids are still in college, for instance].

I am uncertain of all bases have a Commissary, Exchange, or MWR facilities, but certainly the larger bases do.
