Attorney or CPA?

I just learn from a friend that her salary has been garnished by the IRS for tax debt incurred by her spouse (in 2005?). Her salary is meager from a P/T job at a 501c. Her spouse has been hiding all of the bill collections. This surprise came with the news that the mortgage is behind and credit cards are maxed. She does not want a divorce but has no money to pay and can’t afford to live with her salary garnished. She also wants to protect herself. Does she need an attorney or a CPA? Does anyone know any that do pro-bono work?

She needs to fill out an " injured spouse form" Form 8379

That is one of the more effed up stories I've ever heard.
