My dogs love being outside, and the underground fence I got has changed things around considerably. Sometimes I have to do battle just to get them to get in the house so I can go somewhere.

I live in CRE and I have seen a Jack Russel, a Beagle, and Pomeranian (different houses, different owners) chained up outside all day long :(

That doesn't make much sense to me.

When I moved to my new home, no neighbors came over to meet us. So when ever I would see one in their yard when I went to get mail or something, I head right over hold out my hand and say Hi Im so and so, nice to meet you. It kinda forces them to stop and talk for a second. Its hard to be mean when someone is in your face holding out their hand in friendship. You might want to give it a try.
