on the subject of buying a horse...

I recently purchased a horse for the first time - new to the whole thing and wanted to surprise my daughter who has been saving for a couple of years. Anyway - paid cash as requested and was told I would receive the vet records in the mail this last week - well week is over and I have NOTHING on this horse but the sellers word that the horse is up to date on everything and a hand written bill of sale. Can I take that bill of sale to the vet (where the horse was seen before) and request the records??? Thanks !
