You're right that the people would just find somewhere else to go. It seems to be everywhere - crime and poor people. When my hubby and I went to spend the weekend in D.C. two weeks ago we were walking towards the Smithsonian about 9:30 in the morning and a man was sound asleep in the doorway of one of the buildings right there within walking distance of our nation's capital. I couldn't help but be stunned by how ironic that seemed to be. I'm sure there were many more I didn't see but that just seemed so wrong to me. "Hey, President Bush - this American over here within 10 minutes of you is sleeping out on a doorstep." Maybe I'm looking at it wrong. I don't know.
