It sounds like in this instance the police officer was wrong. Sometimes however, officers going to emergencies will ride without their lights and sirens in order to get through traffic easier. Sometimes the lights and sirens become a hindrance.

I'm sorry this happened to you, as the way you describe it sounds like the deputy was just ignoring the law.
